Nearly 80 years ago, under the leadership of the Indochinese Communist Party, headed by President Ho Chi Minh, our people achieved the great August Revolution of 1945.

1. Throughout our history of protecting the nation, our ancestors knew how to evoke patriotism and unite the people into an immensely powerful force to combat natural disasters and enemy threats, ensuring the nation's survival. To liberate the nation from the oppression of colonialism, fascism, and feudalism, our Party creatively applied this traditional spirit of the nation and profoundly absorbed the viewpoints and ideas of Marxism-Leninism: The revolution is the cause of the masses. The Party clearly recognized the historical mission entrusted by the nation: leading the Vietnamese revolution, fighting for national liberation, and establishing a socialist rule of law government of the people, by the people, and for the people. To fulfill this noble mission, the Party focused on gathering, building revolutionary forces, and promoting the strength of the great national unity block, based on the firm alliance of workers and peasants. Under the leadership of the Party, the overall strength of the entire nation was maximized in the August 1945 General Uprising, which destroyed the colonial and feudal regime.
To mobilize the strength of the entire nation, at the 8th Central Conference (May 1941), under the chairmanship of leader Nguyen Ai Quoc, our Party actively shifted the strategic direction to suit the situation, meeting the demands and aspirations of the people. Accordingly, the slogan uniting forces pointed the struggle squarely against the main enemy of the nation: the invading colonizers.
To attract a large number of the populace into the liberation struggle, the Party directed the establishment of the Viet Minh Front. By 1943-1944, mass organizations of the Viet Minh Front such as the National Salvation Workers, National Salvation Peasants, National Salvation Women, and National Salvation Youth were established and rapidly developed across provinces and cities nationwide. On March 9, 1945, when Japan staged a coup against France, the Party issued the directive “Japan - France are fighting each other and our actions” (March 12), clearly identifying: Japanese fascists as the main enemy; simultaneously issuing the slogan “To expel the Japanese fascists,” unleashing a wave of resistance against Japan for national salvation. This policy was supported by the people, as the Japanese fascists were indeed the ones implementing a brutal and savage oppression and exploitation policy, causing great hatred among our people.
At the height of the anti-Japanese movement, a severe famine was taking place in the Northern Delta provinces, and the Party timely proposed the slogan: “Break the rice stores of the Japanese to solve the famine.” This people’s demand ignited the flame of revolution, bringing millions of masses into the uprising movement to overthrow the fascist regime and its puppets. On August 14, 1945, Japan surrendered to the Allies, the moment for the General Uprising had arrived, and the Party called upon the entire people to rise up in revolt. Leader Ho Chi Minh urged all compatriots to stand up “To use our strength to liberate ourselves.” In response to this call, the people across the country simultaneously rose to conduct the General Uprising for power in various localities. Among them, the revolutionary uprising in Hanoi is a prime example of mobilizing the strength of the people.
On the morning of August 19, all of Hanoi was ablaze with revolutionary flags. According to the established plan, tens of thousands of farmers and the poor were organized into a force in Lang, Moc, and marched to Nga Tu So, advancing to seize Dai Ly Hoan Long before entering the inner city. Subsequently, the enormous rally of nearly 200,000 people transformed into a show of strength by the masses, with self-defense units and propaganda volunteers leading the way, dividing into two large groups to occupy positions as planned. One group occupied the French Governor's Residence, achieving swift success. The other group took over the security camp, with self-defense forces quickly seizing key positions within the camp. We conducted our struggle resolutely yet flexibly, and under the pressure of the masses, by 5 PM on August 19, Japanese troops were forced to withdraw from Hanoi.
The success of the uprising in Hanoi - the political, economic, military, and cultural center of the entire country - was decisive for the success of the General Uprising nationwide. In other words, thanks to choosing the right timing for the uprising, on August 19, 1945, the General Uprising succeeded in Hanoi, and within 15 days, it took place and succeeded throughout the country.
2. The victory of the August Revolution of 1945 is the result of 15 years of incredibly heroic and courageous struggle, marked by many sacrifices and hardships endured by our people under the leadership of the Party, through three major revolutionary movements, three general rehearsals: the revolutionary surge of 1930-1931, 1936-1939, and 1939-1945. It is also the victory of the fervent patriotic tradition, the indomitable and resilient spirit of the nation that has been forged through thousands of years of national construction and preservation, as President Ho Chi Minh summarized: “Whenever the Fatherland is invaded, that spirit arises vigorously; it forms an immensely powerful wave, soaring past all dangers and difficulties, drowning out all traitors and invaders.”
Along with the art of seizing opportunities, one of the valuable lessons from the August Revolution of 1945 for our entire Party, people, and armed forces is the high unity between "the Party's will" and "the people's heart." Thanks to this unity, in the context of a poor, backward agricultural country suffering from brutal colonial and feudal domination, with only about 5,000 party members, our Party led the entire people to successfully conduct a revolution "that shook the heavens and the earth." This unity stems from the Party having a correct and creative line; it is manifestly focused on raising the banner of nationalism - democracy, closely integrating two tasks: fighting against imperialists and feudalism with the aim of building a people's democratic regime, advancing towards socialism. Along with this, the Party had appropriate guiding policies during the revolution: “using our strength to liberate ourselves,” with the ideology of “great unity” and implementing a strategy of dividing the enemy ranks, choosing the right moment, and advancing decisively and skillfully; closely combining political struggle with widespread armed struggle to conduct the uprising for power.
It can be confirmed that "the Party's will" aligns with "the people's heart" is clearly illustrated in the following: The correct and wise leadership of the Party is closely combined and timely with the proactiveness and creativity of the grassroots and the masses; thereby, taking advantage of the opportunity for the uprising and maximizing the essential elements both in thought and organization, ensuring the success of the August Revolution of 1945. So that on September 2, 1945, at the historic Ba Dinh Square, President Ho Chi Minh read the Declaration of Independence, founding the Democratic Republic of Vietnam, affirming: “The Vietnamese nation has the right to enjoy freedom and independence, and in fact, it has become a free and independent nation. The entire Vietnamese nation is determined to devote all spirit and strength, lives and property to safeguard that freedom and independence.”
3. Nearly 80 years have passed, from being a colonial country with no name on the world map, under the leadership of the Party, harnessing the strength of the great national unity block, combining national strength with contemporary strength, our country has achieved tremendous historical milestones, leading to the success that “Our country has never before had the wealth, potential, position, and international prestige like today,” as stated many times by General Secretary Nguyen Phu Trong during his lifetime.
However, while we are proud of the increasingly elevated position of our country and our nation on the international stage, we must not forget that this stature, position, and prestige of the nation stem from many factors, prominently including the victories of the August Revolution of 1945 and are nurtured and built by the blood and sweat of numerous revolutionary generations over time. Our responsibility today is to protect and promote these tremendous achievements; to resolutely combat and refute the false statements of hostile forces regarding the stature, significance, and contemporary value of the August Revolution of 1945.
In the coming years, although peace, cooperation, and development remain major global trends, complex developments are expected with many factors posing stability threats that are difficult to predict. Meanwhile, domestically, despite the basic advantages, we still face many difficulties and challenges. In this context, promoting the indomitable spirit of the August Revolution of 1945, under the leadership of the Communist Party of Vietnam, we pledge to unite and work together to accomplish all targets and tasks set forth by the XIII Congress of the Party; to prepare the best on all fronts for a successful organization of Party congresses at all levels leading to the XIV National Congress of the Party; aiming for the year 2030, to celebrate the 100th anniversary of the Party's founding, making our country a modern industrial nation with high average income; by 2045, celebrating the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam: We strive to transform our country into a developed nation with high income; building our Vietnam into a stronger, prosperous, civilized, and happy nation, steadily advancing towards socialism.

The August Revolution dismantled the oppressive and exploitative rule of the colonial regime, abolished feudalism in our country, seized power for the people, established the Democratic Republic of Vietnam, and transformed the people from a state of slavery into the masters of the country, opening a new era in the historical development of the nation.
