The National Center for Hydro-Meteorological Forecasting has just released a bulletin on the Northeast monsoon, the latest cold snap, and a 10-day weather forecast, from now until December 24.

This cold snap is expected to bring snow and frost to mountainous areas.
Accordingly, by the morning of December 15, a strong cold air mass from the North is moving down to the South.
It is forecasted that, on land, around early morning and during the day on December 16, this cold air mass will affect the Northern Delta and North Central regions, followed by impacts on the Central Central region. Winds inland will gradually shift to the Northeast, reaching level 3, while coastal areas may experience level 4-5 winds, with gusts of level 6-7.
During this cold spell, the lowest nighttime and early morning temperatures in the midlands and northern deltas, as well as North Central regions, will commonly range from 11-14 degrees Celsius, while mountainous areas in the North may drop to 7-10 degrees Celsius, and in high mountain regions, temperatures could be below 3 degrees Celsius; the area from Quang Binh to Thua Thien Hue will see temperatures between 15-18 degrees Celsius.
At sea, from early morning on December 16, the Gulf of Tonkin and the northern part of the East Sea will have gradually strengthening Northeast winds reaching level 7, with gusts of level 8-9, wave heights of 4-6m, and rough seas, while the Gulf of Tonkin will have wave heights of 2-4m.
From the evening of December 16, the sea area from Quang Tri to Quang Ngai and the central part of the East Sea will experience strong Northeast winds of level 6, reaching level 7 at times, with gusts of level 8-9, wave heights of 3-5m, resulting in rough seas.
From the night of December 16, the sea area from Binh Thuan to Ca Mau and the western region of the South East Sea (including the western waters of the Spratly Islands) will see strong Northeast winds of level 6, gusts of level 7-8, with wave heights of 3-5m, causing rough seas.
The meteorological agency warns that from December 16, the weather in the Northern Delta and North Central regions will turn cold. From the night of December 16, it will be severely cold in the Northern Delta and North Central regions, with frost likely in the northern mountains.
On December 17, cold weather will spread to the area from Quang Binh to Thua Thien Hue. Snow and frost may occur in high mountainous areas. The meteorological agency warns that this severe cold phenomenon may persist beyond December 20.
Additionally, on the night of December 15 and during the day on December 16, the Northern Delta will experience scattered rain and occasional thunderstorms. On December 16, during the day and night, the North Central region will also experience scattered rain, with some areas expecting moderate to heavy rain.
From the evening and night of December 16, the Central Central region will see rain and moderate rain, with localized heavy rain and thunderstorms. During thunderstorms, gusts of wind, hail, and lightning may occur.
In the Northern Delta, the night of December 15 and during the day on December 16 will see scattered rain and occasional thunderstorms, while the North Central region may experience light rain in some areas on the night of December 15. From December 16, cold weather will arrive.
In the North Central region, scattered rain and thunderstorms will occur on the night of December 15 and during the day on December 16, with local moderate to heavy rain predicted. Starting from the afternoon of December 16, the weather will turn cold.
In other areas, there will be light rain in some places at night, with sunny weather during the day; however, the Central Central region will see rain and moderate rain from the evening of December 16.
Thunderstorms may bring gusts of wind, hail, and lightning.
