In response to information clarifying the case of the dog frequently photographed with tourists at Lam Vien Square being brutally beaten, the Economic Department of Da Lat City has proposed in writing to the Da Lat City People's Committee to enhance management and handle the pet photography business activity in the city.
The proposal, published by the Economic Department of Da Lat City on the morning of August 21, acknowledges the existence of spontaneous pet photography services at Lam Vien Square, around Xuan Huong Lake, and in the Night Market area.
According to representatives of the Economic Department of Da Lat City, there have been many reports on social media platforms and news websites regarding the negative impacts of this activity on Da Lat's tourism services.
At the same time, regular checks will be conducted to discover those engaging in spontaneous business activities, acts of animal cruelty (if any), the release of pets without leashes or muzzles, and in public places without proper supervision, which may cause environmental pollution and pose safety risks to residents and traffic. Violations will be strictly handled according to regulations.
The People's Committees of two districts will report periodically to the Da Lat City People's Committee on the implementation results before the 15th of each month (integrated into the socio-economic reports of the units) for monitoring and direction.
The People's Committees of wards and communes are required to continue enhancing information dissemination, advocacy, guidance, and recommendations to households with pets in the area to raise awareness, responsibility, and compliance with legal regulations regarding pet management (dogs, cats…).
Additionally, residents are advised not to let their pets roam in public spaces, which could pose dangers to people and lead to unsanitary conditions and urban aesthetics. The management of stray cats and dogs, as well as pets in the city, will also continue to be enhanced according to the instructions from the Da Lat City People's Committee.

The Da Lat Agriculture Center will coordinate with the People's Committees of wards and communes to carry out catching, holding, and handling stray dogs and cats, primarily in public areas, parks, Lam Vien Square, around Xuan Huong Lake, and the Da Lat night market. This unit is responsible for checking, supervising, guiding, and urging the checking, catching, and handling of stray dogs and cats by the teams handling stray animals in each ward and commune.
Previously, on August 20, social media was abuzz with a video capturing a German shepherd being abused and beaten by a man at Lam Vien Square. According to reports, the dog was often led here for tourists to rent for photos.
The image quickly spread across social media groups, receiving harsh public criticism. Many believe that such actions should not only be condemned for animal cruelty but also negatively impact Da Lat's image.

A representative from Take Action Vietnam - an animal protection community in Vietnam, shared that they arrived in Da Lat after receiving reports about dog abuse at tourist sites in the city.
"They abuse and mistreat animals, forcing pets to work too hard, and train them through brutal beating,” this person stated and suggested ending the pet photography service.
The pet photography service has existed for many years at famous tourist sites in Da Lat. The service price ranges from 30,000 to 50,000 VND per rental session for photos.
This service faced condemnation after a post shared photos and videos showing pets being beaten by owners for refusing to pose for tourists. This post attracted thousands of reactions and comments calling for a boycott of the photography service and opposing animal cruelty.
In April 2024, the People's Committee of Ward 10 fined three individuals for administrative violations: N.Q.H (24 years old, residing in Gia Lai Province), L.M.Đ (23 years old, residing in Ba Ria - Vung Tau Province), and Đ.T.K (20 years old, residing in Nam Dinh Province), each fined 1.5 million VND for not muzzling their dog and lacking supervision when bringing their dog to public areas at Lam Vien Square. These individuals brought a watchdog to occupy the cherry blossom base in Lam Vien Square to invite customers for photo shoots, earning money.
